Recent trends in EU antitrust policy (especially cartel arrangements as covered by the Union Treaty article 81) indicate two aspects. One is to enlarge the scope of competition policy towards other ends, e.g. towards environmental goals. The other is to depart from a "general prohibition of cartels unless" towards "it is allowed unless". In this paper we shall largely confine our analysis to the first trend.
