One of the most important present challenges faced by communication regulators is the creation of conditions that facilitate the high capital investment required to deploy next-generation networks capable of supporting continued innovation in new applications and services. This dynamic regulation problem is qualitatively different from orchestrating the transition from monopoly to an open market environment that had occupied regulation since the start of reforms several decades ago. During that earlier regulatory cycle, most of the core network infrastructure was already in place.
